RULES OF ENTRY TO UKRAINE
The current rules for crossing the Ukrainian border are regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 1236, with the latest amendments dated October 25, 2021
All foreigners regardless of the country of arrival to enter Ukraine must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine, and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine
All foreign citizens, holders of a temporary residence permit, as well as stateless persons need to have one of the following documents:
• a document confirming the receipt of a full course of vaccination with vaccines that are included by WHO in the list of approved for use in emergency situations; or
• foreign COVID certificate confirming vaccination against COVID-19 with 1, 2 or more doses of vaccines that are included in the WHO list of approved for emergency use, or negative test result by PCR, or recovery from COVID-19; or
• a negative PCR test result or rapid test for the SARS-CoV-2 antigen (RAT, Ag) that was done no more than 72 hours before entry.
Tests for entry into Ukraine are not required for vaccinated persons and children under 12.
Foreign tourists over 18 years old who have not been vaccinated against coronavirus and cross the state border to enter must install the Vdoma mobile app, which monitors self-isolation, regardless of the length of stay on the territory of Ukraine.
Self-isolation is not required if you undergo PCR testing or a rapid antigen test within 72 hours of entry and get a negative result.
Unvaccinated citizens arriving from Russia or India must undergo a mandatory 14-day quarantine without the possibility of early termination.
From September 20, 2021, foreigners and stateless persons who enter Ukraine for the purpose of transit and have documents confirming their departure from the country within 48 hours are exempt from self-isolation and, accordingly, installing the Vdoma application and undergoing testing in Ukraine.

How to log into mobile app?
1. Select the application language - Ukrainian or English;
2. Allow the app to send you notifications;
3. Enter your personal mobile phone number, confirm registration with a code that will be sent to the specified phone number (the application can be installed on the number of any mobile operator in the world);
4. Fill in the data on the location of the place of isolation (it is necessary to indicate the location of the place of residence / stay in self-isolation, and not the current location);
5. After filling in the data on the place of self-isolation, the application will display the window “Are you already at the self-isolation or observation address?” It is this window that you need to show to the representative of the State Border Service, but not confirm until you arrive at the place of self-isolation;
6. Confirmation of arrival at the self-isolation address is required by sending a photo upon arrival at the isolation site. The location must match the one you specified when authorizing in the application.
Termination of self-isolation through the application Vdoma
The application must be installed by all unvaccinated citizens from 18 years old who cross the state border of Ukraine
• If you receive a negative PCR test or rapid antigen test within 72 hours after entry, the application is not activated and self-isolation is not applied
• If, within 72 hours from the moment of crossing the border, you have not received a negative test result, you must self-isolate for 10 days in the place indicated during authorization in the application Vdoma. Self-isolation can be terminated early by receiving a negative PCR test or rapid antigen test.
The test must be taken in the laboratory / clinic, which are indicated in the list of the Public Health Center (List of verified laboratories in Ukraine). Laboratories that are not listed do not have access to the system and cannot submit a negative test result to end self-isolation.
If you are not vaccinated and are travelling from Russia or India (and / or have spent more than 7 days there in the last 14 days), you must self-isolate for 14 days without the possibility of early termination:
1. Be sure to install the application “Vdoma” on a mobile phone with a camera or a tablet with a sim card, indicating there your phone number (any mobile operator in the world) and the place of self-isolation (apartment, house, hotel);
2. After crossing the border, you have 24 hours to get to the place of self-isolation. During this time, the application will be counting down;
3. You have no way to avoid isolation or shorten its period even if you receive a negative PCR test or antigen;
4. Having arrived at the indicated place of self-isolation, indicate in the application that you have arrived at this location;
5. Every day you will have 2 hours, during which you have the right to leave the place of self-isolation to go to the store / pharmacy, to walk your pet;
6. To make sure that you do not violate self-isolation, from 3 to 5 times a day (except at night), a notification will be sent to your smartphone that you need to take your own photo with geolocation enabled. The front camera is enabled by default.
7. If you skip 5 notifications and do not send a photo, you will receive a red notification about a violation of self-isolation. But it is possible to send a photo, then the violation is canceled;
8. If you do not respond to messages in the application, then after a red notice, a district police officer or representatives of the National Police may come to the place of self-isolation to check if you are violating the conditions of self-isolation. Beforehand, they can make a test call;
9. In case of confirmation of a violation of self-isolation, representatives of the National Police can draw up protocols to bring the violator to justice in accordance with the current legislation;
10. The application "Vdoma" is not deleted during the entire stay in Ukraine - when authorizing, your data is saved in a common database, deleting the application from a smartphone will not cancel self-isolation;
11. Your self-isolation will end in 14 days, then you will receive a notification about the end of self-isolation in the application "Vdoma".
What if Vdoma doesn't work?
• If the application does not work correctly, you can contact the Application Support Service
• You can contact the state hotline at 1545. You need to tell about the problems you encountered and leave a complaint about the application;
• If the application does not work correctly, you can inform the police about it by phone 102 or, if you know, by calling the police station nearest to the place of self-isolation.
Entry to Ukraine for foreigners, including holders of a temporary residence permit, and stateless persons
All foreigners, regardless of age and country of arrival to enter Ukraine must have an insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with the insurance company-partner on the territory of Ukraine (assistance), which covers the costs associated with the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.
The insurance policy, which was purchased through the portal, can be transferred for the required period for the tourist. The procedure for changing dates can be carried out several times.
And also have one of these documents:
• document confirming receipt of a full course of vaccination with vaccines against COVID-19, which are approved by WHO for emergency use: Pfizer / BioNTech, Johnson & Johnson's Janssen, AstraZeneca / Vaxzevria, AstraZeneca / Covishield (India), AstraZeneca / SKBio (South Korea), Moderna / Spikevax, Sinopharm (Vero Cell), CoronaVac (Sinovac); or
• foreign COVID certificate confirming vaccination against COVID-19 with 1, 2 or more doses of vaccines that are included in the WHO list of approved for emergency use, or negative test result by PCR, or recovery from COVID-19, issued by the authorized institutions of the Member States of the European Union trust network or authorized institutions of other foreign states with which Ukraine has concluded international agreements on the mutual recognition of COVID certificates; or
• negative result of the rapid test for coronavirus antigen SARS-CoV-2 (RAT, Ag), made no more than 72 hours before entry; or
• negative polymerase chain reaction (PCR) test for COVID-19 no more than 72 hours before entry.
Certificates of antibodies to COVID-19 are not accepted for entry.
Children under 12 do not need test certificates. Children from 12 to 18 years old will have to have one of the above documents, but are exempt from self-isolation with the installation of the Vdoma app.
If a foreigner has proof of vaccination, or a COVID certificate confirming recovery from COVID-19, he does not need to have a negative test, install the Vdoma application, self-isolate or take a test in Ukraine.
If the required vaccination certificate or COVID certificat is not available, the foreigner (other than the categories of foreigners defined in the exceptions below) installs the application "Vdoma" and undertakes to begin self-isolation 72 hours after entry. During this time, the person will be able to undergo PCR testing or perform a rapid test for antigen - in case of a negative result, self-isolation is not used.
If within 72 hours from the moment of crossing the border the negative test result was not received - the person must isolate himself for 10 days in the place specified during the authorization in the application "Vdoma". It is also possible to stop self-isolation early, having received a negative result of the PCR test or the express test for antigen.
IMPORTANT! Unvaccinated citizens (with exceptions) who travel from Russia or India and have been on their territory for more than 7 days in the last 14 days will have to adhere to self-isolation for 14 days and will not be able to take a test in Ukraine to avoid or reduce self-isolation.
In case of impossibility or refusal to install the mobile application at home, the person will be denied crossing the state border.
Exclusion! Self-insulation is not applied for (the Vdoma app is not installed):
• persons under 18 years of age;
• foreigners and stateless persons who have documents confirming departure from the country within 48 hours;
• heads and members of official delegations of foreign states, employees of international organizations, as well as persons accompanying them and entering Ukraine at the invitation of the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Ministry of Foreign Affairs;
• employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations accredited in Ukraine, and members of their families;
• persons who come to participate in official sports competitions held on the territory of Ukraine and their accompanying persons;
• persons arriving to participate in cultural events taking place on the territory of Ukraine, at the invitation of a cultural institution and their accompanying persons;
• servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training of units of the Armed Forces or arrive at the invitation of the Ministry of Defense;
• experts of border agencies of EU countries arriving in the framework of joint operations with the European Border and Coastal Defense Agency Frontex;
• members of official governmental and other delegations of Ukraine who return to Ukraine after short-term business trips abroad to participate in international consultations, negotiations, conferences, sessions of bodies of international organizations, meetings of intergovernmental commissions, other joint intergovernmental bodies;
• participants of external independent assessment, persons who intend to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions, applicants studying in educational institutions located in Ukraine, as well as parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by parents (adoptive parents), guardians, trustees or other legal representatives accompanying such persons;
• drivers and crew members of freight vehicles, buses engaged in regular, irregular and pendulum transportation, members of air and sea crews, river vessels, members of train and locomotive crews;
• persons carrying hematopoietic stem cells for transplantation.

- Do I need to buy an insurance policy for children?Yes, if the child has foreign citizenship, regardless of age, they need to have an insurance policy for the entire period of their stay in Ukraine.
- If I have a residence permit in Ukraine, am I allowed not to buy an insurance policy?Citizens with only a permanent residence permit may not apply for an insurance policy.
- I am a foreign citizen, can I buy a policy already in Ukraine?No, the insurance policy must be presented at the border control.
- What should I do if I entered incorrect data when applying for an insurance policy?You can always contact the portal's hotline, and we will promptly make the necessary changes to the insurance policy.
- I applied for insurance, but haven’t received the code. What to do?In this case, we advise you to reload the page, clear the cache, change the language on the page, or use another browser.
- What should I do if I haven’t received the policy to the specified mail for more than 30 minutes?Please, contact the hotline and provide the data specified when applying for the insurance.
- I cannot pay for the insurance, what should I do?If your payment fails, we recommend contacting your bank, they often do not trust payment systems. You need to confirm that it is you who are doing the transaction.
- Who can buy insurance?Insurance is provided for foreigners (non-residents of Ukraine) and citizens of Ukraine, including adults and children, without age restrictions.
- Where can I read the terms and conditions of my coronavirus insurance contract?You can read about the terms of the insurance contract on our website in the section of the insurance policy registration.
- Do I need to print an electronic policy?The electronic insurance policy does not need to be printed. It is enough to save it on your phone or tablet in order to always have access to the document and present it to the border control representatives.
- What if I have purchased a policy but my trip is canceled?Please inform the hotline of the portal about the reasons for the trip cancellation, and we will gladly reschedule your dates
The simultaneous stay of visitors in the hotel lobby not more than one person per 10 square meters of serviceable area is allowed.
Persons can visit hotels and stay there (outside hotel room) only if they wear respirator or face mask (including homemade mask), so that the nose and mouth are covered.
Hotel guests are obliged to keep the 1.5 meters distance.
Online check-in making in advance is recommended to avoid queues at check-in to hotel.
Meals in hotels are provided through meals delivery service to rooms upon prior order or at hotel restaurants situated inside or in open areas, provided the distance of at least 1.5 meters between seats at adjacent tables.
Not more than 4 clients are allowed to stay at the table (excluding children under 14 years old). Unless these tables are separated by a special partition;
